Current Funding Opportunities:

TANF Summer Youth Employment Program

The Westchester County Department of Social Services Office of Workforce Investment, on behalf of the Westchester/Putnam Local Workforce Investment Board (“LWIB”), is soliciting proposals from public and private not-for-profit organizations to operate a summer youth employment program that will provide work experience to youth ages 14-20 years of age. The New York State Office of Children and Family Services is expected to fund the TANF Summer Youth Employment program. The availability and level of funding has yet to be determined. This RFP is being issued to solicit proposals in the anticipation of funding being made available.  

This RFP is soliciting proposals to serve the youth of Westchester County, exclusive of the City of Yonkers. A separate RFP may be issued for summer employment for youth employment services for Putnam County. Download a copy of the RFP.  Q&A Addendum.

Expired Funding Opportunities:

Grant Writing Services

Westchester County Department of Social Services, on behalf of the Westchester-Putnam-Workforce Investment Board (WPWIB) is requesting the services of grant writers in antipation of the upcoming competitive funding opportunities annoucned by the Department of Labor Employment and Training Administration (USDOL ETA). Quaified agencies are invited to submit an appliction for one or more of the following Request for Quotations(RFQ).

  • Grant Writing Services for USDOL ETA H1B Technical Skills Training Grant Solictiation RFQ, Anticipated Solicitation Announcement: Spring 2013. Approximately $130 million will be available for an H-1B Technical Skills Training (TST) Grants. This grant program is designed to provide education, training, and job placement assistance in the occupations and industries for which employers are using H-1B visas to hire foreign workers. H-1B TST Grants are financed by a user fee, paid by employers, to bring foreign workers into the United States under the H-1B non-immigrant visa program. DOL will fund up to $30 million to grantees that provide On-the Job Training (OJT) to all participants, especially those focusing on serving small businesses. DOL also intends to fund at least $40 million to applicants proposing to serve long-term unemployed, returning service members and veterans, and unemployed young adults (ages 18-24) that meet the education and skill requirements.  Download a copy of the RFQ.

Grant Writing Services for Reintegration of Ex-Offenders (RExO) Adult RFQ, Anticipated Solicitation Announcement: Spring 2013.  This grant program is designed to strengthen the communities to which the majority of ex-offenders return. The program focuses on training opportunities that lead to industry recognized credentials and job opportunities. Adult programs help to develop strategies for career advancement and encourage life-long learning. Programs partner to provide supportive services such as housing, substance abuse programs and mental health treatment.  Download a copy of the RFQ.

  • Grant Writing Services for Workforce Innovation Fund Grants RFQ, Anticipated Solicitation Announcement: Summer 2013. The Innovation Fund supports innovative approaches to the design and delivery of employment and training services that generate long-term improvements in the performance of the public workforce system in terms of job-seeker and employer outcomes and cost-effectiveness.  Download a copy of the RFQ.

Tax Site Coordinators For the 2013 Volunteer Income Tax Assistance (“VITA”) / Earned Income Tax Credit (“EITC”) Program

The Westchester County Office of Workforce Investment announces $50,000 is available for award of a contract for qualified agencies to provide Tax Site Coordinators. Tax Site Coordinators will responsible for managing and supervising one or more of the Volunteer Income Tax Assistance (“VITA”) sites operated by the Department of Social Services. Tax sites are located in following communities; White Plains, Mt. Vernon, Yonkers, Ossining, Peekskill. Applications are due no later than 4:00 p.m. on Friday, January 11, 2013. COORDINATION OF THE COLLEGE INTERNSHIP CLEARINGHOUSE

The Westchester County Department of Social Services Office of Workforce Investment, on behalf of the Westchester/Putnam Workforce Investment Board invites quotations from qualified vendors to provide coordination of a College Internship Clearinghouse Program. This is a collaborative that includes the local workforce system, local colleges and universities, and businesses that will generate internship opportunities for college students. YOUTHBUILD PROGRAM

The Westchester County Department of Social Services Office of Workforce Investment, on behalf of the Westchester/Putnam Workforce Investment Board is soliciting proposals from public and private organizations under the Department’s YouthBuild program to provide at-risk youth from the Cities of Mount Vernon and Peekskill; case management, educational training and occupational skills training in the construction fields. Approximately $660,000 in funding is available.

STRIVE FOR THE FUTURE PROGRAM

The Westchester-Putnam Workforce Investment Board, is soliciting proposals from local service providers to be partners in a program entitled Strive for the Future , that will provide intensive employment services to economically disadvantaged youth who are juvenile offenders, ages fourteen and older in South-West Yonkers. The purpose of the program is to improve the long-term labor market prospects of these youth. This solicitation is to identify eligible local entities to provide one or all of the following components of the program: case management, workforce development, education and training and other services; including restorative justice, mentoring and community services (the “provider” or “providers”).

JOB READINESS TRAINING AND JOB PLACEMENT UNDER THE NEW YORK YOUTH WORKS

The Westchester/Putnam Local Workforce Investment Board is requesting proposals to provide training and job placement for certified youth residing in the cities of Mount Vernon and New Rochelle under Governor Cuomo’s New York Youth Works Program. Contracts for services developed from this RFP will be for approximately a one (1) year period beginning on or about August 1, 2012 and ending on or about July 30, 2013.
