The Westchester-Putnam Career Center Network (the “Network”) is comprised of four Career Centers in White Plains, Carmel, Mount Vernon, and Peekskill staffed primarily by Westchester County, Putnam County, and New York State Department of Labor employees. The Network also includes Career Center Partners who work in cooperation with Career Center staff and each other to provide expanded services. These Career Center Partners play a critical role in helping the Network meet the needs of job seekers, youth, and employers and therefore, achieving the requirements under WIOA and the Westchester-Putnam Workforce Development Board’s Strategic and Local Plans.
The Career Center Partners are primary deliverers of service to Network customers, in many cases, co-locating in the Career Centers. The Career Center Partners are:
New York State Department of Labor (NYSDOL) administers New York State’s Unemployment Insurance program that gives weekly benefits to out-of-work individuals. The NYSDOL provides free services to connect job seekers to jobs such as resume help, career guidance, job placement, referrals to training, and access to job listings. The NYSDOL also has designated services targeted at veterans.

Adult Career and Continuing Educational Services-Vocational Rehabilitation (ACCES-VR) assists individuals with disabilities to achieve and maintain employment and to support independent living through training, education, rehabilitation, and career development. ACCES-VR maintains staff at the White Plains Career Center to assist customers with disabilities with meeting their employment goals.

New York State Commission for the Blind (NYSCB) seeks to enhance employability, maximize independence, and assist in the development of the capacities and strengths of people who are legally blind. NYSCB supports blind individuals of all ages through a wide array of programs and services. On the workforce development side, NYSCB provides vocational assessments and training, job training, training in the use of assistive technology, mobility training, and more to ensure blind individuals can achieve their career goals.

Putnam Department of Social Services (PDSS) provides financial and social services to residents of Putnam County to enhance family functioning, reduce dependency, prevent deterioration, and maintain adults and children in the community where possible. Services and programs include temporary housing, Supplemental Assistance Program (SNAP), mental health services, and many others. Within the Network, the PDSS employs staff at the Carmel Career Center who provide training, workshops, employment counseling, and job placement support for Putnam residents. The PDSS also provides social services to Carmel Career Center customers as needed.

Putnam Northern Westchester BOCES (PNWB) provides programs and services to 18 school districts with programs targeted to support students with social, emotional, and learning needs. PNWB runs The Regional Alternative High School, which serves students who need individualized instruction to fulfill academic requirements for graduation and The Tech Center, which offers courses in 40 areas such as automotive repair, engineering, fashion design, and law enforcement. PNWB also offers expansive adult education and vocational programs to ensure local residents are trained in the skills that will make them employable in the region. PNWB supports Network initiatives by offering youth and adult education programs to support Network customer’s employment goals.

Putnam Workforce Partnership (PWP) offers training, workshops, job fairs, and career counseling to job seekers in Putnam County. Through a collaboration of local business, education, and state and local government agencies, the PWP seeks to ensure a qualified workforce for Putnam County employers and to match job seekers with jobs that meet their career goals.

SER of Westchester (Services, Education, Resources) of Westchester serves the community by preparing children, youth, and adults for the workforce by promoting English literacy skills, academic achievement, job training, life skills, and acculturation support.

Southern Westchester BOCES (SWB) provides central administration, human resources, communications, technology, and transportation support for its school districts. SWB offers education and career training for students through its Center for Career Services where classes are offered in a variety of career and technical disciplines in one- and two-year programs. In addition, SWB offers adult education programs and career services to help Network customers build in-demand skills and achieve their employment goals.

Urban League of Westchester (ULWC) provides supportive services to the community that enhances academic and social development and promotes economic, self-sufficiency, parity, racial inclusion, and social and economic justice. The Urban League of Westchester administers the Senior Community Service Employment Program (SCSEP) that provides subsidized, service-based training for low-income, unemployed persons 55 or older. The goal of the program is to provide on-the-job training to help qualified seniors develop the skills and confidence to find unsubsidized employment.

Westchester Community College (WCC) is Westchester County’s largest educational institution with about 13,000 full- and part-time students and over 10,000 continuing education students. WCC’s Division of Workforce Development and Community Education offers a range of course for adults, teens, children, and seniors to prepare for new careers, maintain or upgrade professional skills and maintain licensure requirements, provide lifelong learning opportunities for pleasure or profit, and to help non-native English speakers prepare for college and/or employment.

Westchester Community Opportunity Program (WestCOP) helps the low-income and at-risk populations in the Hudson Valley region achieve greater self-sufficiency through early childhood development, community action partnerships, support services for veterans, victims’ assistance, weatherization, and foster grandparent programs. WestCOP’s Community Action Partnerships offer food pantries, summer enrichment programs, eviction prevention programs, energy assistance programs, thrift shops, and other support services.

Westchester County Department of Senior Programs and Services (WCDSPS) provides housing, health, transit, and legal services to Westchester County senior citizens. Through the Senior Community Service Employment Program (SCSEP), seniors 55+ have access to training to develop job readiness skills and employment experts who can match skills and experience with part-time, full-time, or seasonal work. SCSEP counselors are situated at The Urban League of Westchester.
