Who is an Eligible Training Provider (ETP)?

Eligible Training Providers deliver education and training services to job seekers through the Westchester-Putnam Career Center Network. If you're approved as an ETP, you can offer courses to job seekers who have received Individual Training Account (ITA) funding.

Contract Details

Contract period: July 1, 2023 through June 30, 2027 (4 years)

This is a Westchester County vendor agreement that establishes your organization as an approved training provider.

Who Can Get ITA Funding?

Job seekers must meet eligibility requirements:

  • Meet with Career Center staff for assessment
  • Provide proof of household income
  • Be seeking training in a high-demand field

Note: ITA funding is subject to availability. Being approved as an ETP does not guarantee that job seekers will enroll in your courses.

How to Become an ETP

The process has three steps. Steps 1 and 2 can happen at the same time (the county contract process takes about 3 months). We recommend assigning one person from your organization to handle this process.

Step 1: Register with NYS Department of Labor

Create your profile on the NYS Eligible Training Provider List (NYS-ETPL) website.

What happens next: You'll receive a confirmation email when your application is approved.

Step 2: Submit Contract Request to Westchester County

While you're registering with NYS, submit your request to Westchester County to enter into a contract agreement.

Fill out the Westchester County ETP form

What happens next: An ETP manager will contact you with documents to complete and next steps.

Step 3: Complete Your County Account Setup

Once your Westchester County contract is executed, you'll receive:

  • ETP account login credentials
  • Instructions for adding course information
  • Access to your provider profile
